முன்னாள் மத்திய அமைச்சரும், பாட்டாளி மக்கள் கட்சியின் இளைஞரணித் தலைவருமான மருத்துவர் அன்புமணி இராமதாசு இன்று மாலை 6 மணிக்கு குடியரசுத் தலைவர் பிரணாப்  முகர்ஜி அவர்களை தில்லியில் உள்ள குடியரசுத் தலைவர் அலுவலகத்தில் சந்தித்து பேசினார். அப்போது தமிழகத்தில் பாட்டாளி மக்கள் கட்சியினருக்கு எதிராக கட்டவிழ்த்து விடப்பட்டுள்ள அடக்குமுறைகள், குண்டர் சட்டம் மற்றும் தேசிய பாதுகாப்பு சட்டம் ஆகியவற்றின் அடிப்படையிலான கைது நடவடிக்கைகள் ஆகியவை குறித்து விளக்கியதுடன், அவற்றை தடுத்து நிறுத்த நடவடிக்கை எடுக்கும்படியும் வலியுறுத்தி மனு அளித்தார். அதை பெற்றுக்கொண்ட குடியரசுத் தலைவர் அவர்கள் அந்த மனு மீது உரிய நடவடிக்கை எடுப்பதாக உறுதியளித்தார்.

Sub: antidemocratic functioning of the Tamil Nadu State Government – pray for urgent intervention

Many thanks for your time to read this letter. I wish to bring to your kind notice certain antidemocratic happenings in Tamil Nadu.

Pattali Makkal Katchi (PMK) of which I am the Youth Wing President, conducts annual Youth and Cultural function at Mamallapuram near Chennai on the day of the full moon in the Tamil month Chithirai (falls in April of English calendar). This is happening every year for the last thirty years. Youths of Vanniyar community throng this meeting in large numbers. This year’s conference conducted on the 25th of April was a grand success drawing more than twenty five lakh youths. This had caused heartburn for the ruling AIADMK government led by Miss. J. Jeyalalitha. The meeting went smoothly without a single incidence of violence at Mamallapuram.

However a fleet of vehicles coming through one of the approach roads were intercepted by miscreants and stones were pelt on the vehicles and some vehicles were also burnt. This place, Marakkanam is a notorious place and was the witness to a similar event in the year 2002 where one of our cadres coming for this event was burnt alive by an organization namely Viduthali Siruthaigal Katchi (VCK). We received information a week before this conference that the same group was planning trouble this year also. Hence we warned the Superintendent of Police, Villupuram and submitted evidence to show their designs. The police chose to ignore our warning and did not arrange for any preventive measures. Due to their carelessness the same group repeated their savage attack at the same venue again on the 25th April 2013. Two of our cadres were killed in that attack, more than fiver hundred of PMK cadres were attacked with deadly weapons causing grievious injuries. About five hundred vehicles were damaged. The small group of Police was mute witness to the happenings.

Two days later under these circumstances the Chief Minister of Tamil Nadu gave a statement in the Tamil Nadu state assembly blaming PMK and Vanniyars for the incident. Dr. Ramadoss went to Villupuram to stage a peaceful demonstration demanding judicial enquiry in to the killings. Police initially gave permission for the demonstration and suddenly withdrew permission hours before demonstration. Dr. Ramadoss went to the spot to demonstrate. The Police arrested our leader, a seventy five years aged veteran on the 30th of April. Though he was arrested at 11 AM he was sent to jail only at 4.30 AM next morning after a seventeen hour wait. Though there were vacancies in the nearby prisons at Chennai and Cuddalore the Government made him to travel two hundred kilometers and kept him in Trichy prison because Trichy is the hottest place in the whole state. We got bail within a couple of days. But the government rearrested him at the time of release on another charge. He was arrested for his demonstration against Koodankulam nuclear project performed a year ago. The arrest came on 7.5.2013, a day after the Honorable Supreme Court directed the Government that all endeavors should be taken to bring back normalcy around Koodankulam and all cases fostered on the demonstrators have to be withdrawn. He was the only one arrested for demonstrating against Koodankulam nuclear project though cases were registered against about one hundred thousand persons. Totally five cases were fostered against him including one case booked on the year 2004, again for demonstration. He was in prison for twelve days.

Dr. Ramadoss was denied basic facilities in the jail. He was not even permitted purified water for drinking and was lodged with other criminals in the general jail in a treeless enclave. He is a diabetic on regular Insulin and had previous cardiac intervention (Angioplasty) for heart attack. The Tamil Nadu government ignored calls from various quarters for his release on humanitarian grounds. Finally he was released on the twelfth of May by the court. But his body had already endured enough torture. Same day he was admitted to the Apollo hospital, Chennai where it was diagnosed that he had a recurrent heart problem. He was advised surgery urgently. He underwent coronary bypass surgery on the twentieth of May and is convalescing post surgery.

Our party’s state President Mr. G. K. Mani, our MLAs and former MPs and most of our party functionaries were all arrested at the same time. I myself was arrested on the 3rd of May for giving an interview after our leader’s arrest where I gave a call to our cadre to observe peace and restraint! Three false cases were foisted against me. I was remanded for seven days.

There were large scale protests in the State against these atrocities. Women joined in large numbers in these protests and went for peaceful demonstrations. However there were stray incidents of stone throwing on buses. Using these situation antisocial elements and our political enemies who wanted to stain our image, indulged in violent activities in a few places. Instead of arresting the true criminals the Tamil Nadu government has used this situation to take vengeance against our party men.

The Police filed false cases against most of our senior party functionaries. In a draconian move Police booked one hundred and four of our part functionaries under Goondas act and National Security Act within a span of ten days. Such a situation never happened anywhere in independent India against our own country men. Seventy seven PMK party cadres were arrested under Goondas act. Twenty seven party cadres including Mr. J. Guru who is a sitting MLA and the State President of the Vanniyar Association are booked under National Security Act. The government alleged that Mr. Guru had been absconding from Police for the last two years. After all he had attended all the assembly sessions in the last two years! This alone is sufficient evidence to say that Miss. Jayalalitha is using the situation to liquidate her political opponents. None of these innocent cadres had any previous crime record. Few had cases against them for political demonstrations. Police had framed false cases to justify their action. More than seven thousand of our party functionaries have been arrested on false cases.

It is almost a month since the arrest of our leader, Dr. Ramadoss. He was released on the 12th of May. At present there are no demonstrations or any other political activity. But the police are still arresting people in large scales without any specific case or evidence. The only criterion for arrest is that the person has to be a PMK cadre or Vanniyar.

Sir, political leadership needs lots of tolerance and humility. You were the best example of a magnanimous leadership.

In Tamil Nadu, Miss. Jayalalitha, Honorable Chief Minister of Tamil Nadu is using the entire government machinery to subdue PMK and its cadre. It is next to lawlessness. There is widespread abuse of Police force. Goondas act and National Security act which are meant to handle the enemies of the country are utilized by the Tamil Nadu government for its selfish political motives. Each night passes in terror for the Vanniyars in villages. Police knock at the doors of our party people and Vanniyar residents and search for youths during nights. Any youth sleeping in villages can be arrested for no reason. There are complaints of police entering villages in the middle of the night and harassing women. Women had been pulled by hair and kicked by police. Police had been demanding money from our party cadres to not to arrest them. Miss. Jayalalitha is virtually waging a war against Vanniyar youth using police force.

I request you to use your good offices to immediately stop the aberrant activities of the State Government and save the hundreds of youth still languishing in jails. Please save our youth from misuse of the National Security Act and Goondas act which are designed to tackle terrorists and those involved in antinational activities. I humbly request your goodself to direct the Government of Tamil Nadu and the Union Ministry of Home Affairs to take necessary steps to release the innocent detanus falsely detained under the Preventive detention laws, NSA and Goondas act and restore democracy in Tamil Nadu.
